Noisy New Vibrato and Rise time pot does nothing?

Hi guys, I got this vibrato built new from Axe and you shall receive. The pedal is excessively noisy. It sounds like someone is sanding wood even at lower volumes. The noise alnost over takes the effect. Additionally, the rise time pod does absolutely nothing. I am not sure what to do. Don't really want to mod it. That is why I had it build as I have limited time to put it together myself. I am really disappointed. Any ideas?

Have you tried adjusting the trimpots inside? I don't think that the trimpots are the problem, but it's worth trying at least if you still have it.
