Bypass works, Phase Royal doesn't and LED blinks?

Hi,
I built my phase royal last night. The bypass works, but the effect doesn't. At first I had the DC jack wired wrong so it wasn't lighting the LED. I switched the two leads of the DC jack and now the LED lights up but it blinks. I also can't get a normal 9v reading on the DC jack or anywhere now; it fluctuates between like .4v and .9v back and forth. What could be going on? Any suggestions? Thanks

Sorry,
Here are some kind of decent pics I just took. Some stuff to note: I don't use batteries ever so I didn't hook up the battery connect and have since cut the connection from the DC jack. Also this is just "laid" in the enclosure so if stuff looks like it is crooked (jacks, etc.) that's why! I am trying to figure out how to post pics.

First thing, 2 of your ICs, (the ones on the right) are upside-down. The Dots need to be in the upper left corner for all 4 IC's.

Triple check the wiring on your power jack too. I can't see the lug orientation or where your wires go.

It was a mixture of things. Me somehow overlooking putting the chips in wrong! But also my 9V one spot died! It was putting about a bit of voltage and then just died. I borrowed my friends and it powers on perfectly. Thanks again
